This Officer, Mr. Campbell, was successful in obtaining an undertaking from the Viceroy that my demand would be met, and I thereupon agreed to the following terms of settlement.

1. Removal of Admiral Ho from office to be obtained by a Memorial to the Throne by the Viceroy.

The conditions have now been fulfilled, as the enclosed copy of correspondence which I have laid on the table of the Council shows, and I trust that the settlement, which had the approval of His Majesty's Minister at Peking before it was concluded, meets with your approval. Campbell for the valuable assistance rendered by him in bringing this case to settlement, and I shall be obliged if you will inform His Majesty's Minister for Foreign Affairs accordingly.
